Resident cards (free)

- proof of residency required (TX driver's license, utility bill, city directory)
- Non-residents who own property in Port Arthur
- proof of ownership via current tax receipt in applicant's name required
- Non-residents who are current students, faculty, or staff members at Lamar State College - Port Arthur
